Enhanced Child Development
The Health, Economic Growth and Well-being of Vancouver's Inner City is at Risk UBC- Human Early Learning Project (HELP) measuring the key developmental milestones of pre-school children in the province has shown over the last 9 years that:. · Children in Strathcona ( inner city, DTES) are the most vulnerable group in the Province on every scale. · In addition there has been a recent upward surge in the population of vulnerable infants to 6 -year olds living in the area. Studies demonstrate that even one year of quality early learning has a significant positive impact on a vulnerable, low-income child. Early childhood education prepares children for learning during their most formative years, producing better performance in standardized tests, in high school completion, and even college/ university attendance. Cost-benefit analyses show that investing in high quality early childhood education offers one of the highest returns of any public investment: a return of $7 to $16 for every dollar spent. This initial outlay saves later government spending on K-12 education, on public assistance and on the criminal justice system, while increasing tax revenues as a result of higher per capita earnings.('Kids 'n Crime'- Vancouver Board of Trade; Rand Corp California Pre-School Study).
